Reporting and Performance Measures
In March 2010, the Reporting and Performance Measures Working Group produced a balanced scorecard for performance measurement.
Building on the elements within the balanced scorecard, it was determined that the examination of each individual New Deal study component would include the development of performance measures to suit specific NPP modernization outcomes. The following have been developed to date.
Funding Distribution
The CFCF provided an additional $1.5M (for a total of $3.5M) to support CF Base / Wing activities pursuant to the modernized NPP funding distribution model that was implemented 1 April 2010. It’s necessary to measure the impact that this additional funding will have. To that end, the following performance measures have been introduced.
In accordance with the modernized NPP funding distribution formula, each CF Base / Wing Commander is required to conduct a Community Needs Assessment (CNA). Included within the NPP Annual Letter of Attestation, Base / Wing Commander will be required to attest that the CNA was completed and that action was taken based on its results.
An inventory of related Recreation activities that were delivered during FY 10 / 11 at every CF Base / Wing has been assembled by the PSP HQ Recreation staff. This includes the collection of data to indicate the scope of the expenditures associated with each of these activities relative to the complete NPP spectrum and the degree to which these activities are being utilized by the NPP beneficiary population. The FY 10 / 11 data will be used as a benchmark against future year performance. Recognizing that most CF Bases / Wings saw a significant increase to their respective funding level in FY 11 / 12, the performance measurement indicators include such things as aggregate changes in the types of programming utilized and the participation levels of NPP beneficiaries.
The capacity to expend the additional NPP funding will be monitored with a view to ensuring that the funds are actually being expended in the year that they were distributed and that respective Base / Wing portions of the CBA are not increasing in proportions similar to the increase in their New Deal funding Distribution level.
