Strategic Vision Development Process

The process for the development of the strategic vision for Personnel and Family Support Services is as outlined below:

I -   Key Activities in the delivery of Services, Programs and Functions performed by DGPFSS Divisions will be identified and validated by each Division.

II -  Input will be sought from Base / Wing Commanders and BCWO / WCWO / CPO1s at the DGPFSS sponsored Base / Wing Commanders' Forum.

III - A stratified sample of opinions from Base / Wing Commanders predicated upon environment, region, urban/rural, semi-isolated/isolated and functions will be sought concerning the effectiveness of activities currently delivered, DGPFSS Divisional interaction on the respective Base / Wing and anticipated future needs for the respective Base / Wing.

IV - The results of this consultative process will be reported back to the respective Base / Wing Commanders to validate the information gathered. Once validation is completed, a report will be prepared for review by the Environmental Commands and all Base / Wing Commanders
 
V -  DGPFSS HQ/Division Heads will be asked to review current state of the activities they deliver and:

• identify existing deficiencies / inefficiencies
• determine how deficiencies / inefficiencies can be rectified
• analyze Commander’s Comments to ensure user’s perspective is considered
• assess the viability of the new or modified activities recommended by Base Commanders.

In addition, the Division Heads will be provided a synopsis of socio-demographic, economic, technological, political, scientific trends projected to occur over the next few decades which have the potential to impact both the CF and the services provided be DGPFSS. The potential impact of projected trends on the delivery of proposed future activities (the future what, how, when and where of the activity) is to be assessed by Division Heads.

VI - The DGPFSS vision development staff will utilize information gleaned from all sources and develop the proposed Personnel and Family Services vision for review by the Environmental Commands and other stakeholders.

VII - Following review by the Environmental Commands, the vision will be refined as necessary for presentation at the NPP Board.

VIII – Following CDS endorsement, DGPFSS will develop the strategy to actualize the approved vision.
